It is a bit like Martini-Rossi, the base is cooked wine. In Italy I often had Cinzano Oranzio, but in Paris Dubonnet is more popular as the sloglan goes "dubo dubon dubonnet"

No it is not sparkling at all, it is more like porto but more dry and less sweet.
