Paris is a large city (actually Paris proper is rather a small walkable city) and there are numerous hotels to choose from. I think you first should decide in what area you want to be in and then look into the hotels.
I’ve been to Paris several times and I find the best place to stay, especially for your first time should be on or near Champs Elysees, between Arc de Triumphe (Triomphe) and Place de la Concord(e). This is between the 8th and 9th arrondissement (Someone should write the Crillon and tell them that they are in the 9th now). There are several hotels and you should be able to find something under $200.
The reason why I think this is the best place is because Champs Elysees is a very lively street where you will find no Parisians something like Paris’s version of Time Square in NY)(Darn I missed the naked cowbow). It’s walking distance to the Eiffel Tower, Louver (where in heavens is that Louver that everyone is referring too all the time! It must be in the Marias or in Ste-Germaineee) Museum, Jardin de Tuileries Opera Granier (ok that was a typo), Sienne walking from Paris to Sienne is quite a walk…) and many other monuments. There are also plenty of overprice cafes and uninteresting chain shops.

Luc...Luc...Luc...you are missing the obvious. For a first-time visitor to Paris, the only SAFE place to stay is on the Champs Elysees. Silly...

Oh yes the safety issue I don't know about you but for me the least safe place in Paris is late on a Saturday night on Les Champs!
