I am hoping that someone can reccomend a club that has a female/male performer who has a pre-wwii jazzy blues/torch song type of sound ---the Edith Piaff sort of music.
I am having difficulties putting it into words I guess it is a feel that I am going for ---something that my partner has on his list but I really need some help making this one a reality.

I know EXACTLY what you mean and it's not a easy thing to find. Recently coming back from diner on rue Jean-Pierre Timbeau, I did stop by 2 little bars playing jazzon rue St-Maur. In one an American women was giving a very good version of "Stormy weather" but after that the style change. In the other one there was not singers but great New-Orleans jazz.
In a different style, there is Chez Michou. A haut-de-gamme drags shows. The performers are professional and some of the imitations are more real than real. But there are two caveats: it come with an insipid diner and if you are not familiar with French songs and singers you might be bored after a while.
So the only solution would be to open one, because I am sure we are not the only two looking for that elusive place ;D And we could called it OurParis.

One I haven't been to yet, but have heard recommended for years -- and which got rave reviews from an American friend who was here this past weekend -- is Les Trois Maillets at 56, rue Galande in the 5th. From his description, it sounds like it might be what you are looking for. He said to go upstairs.
